Where are you from?
I’m a local guy, born and raised in Manteca, CA.
What did you do before working at Huff Construction?
After graduating from Fresno State, my first job was with Kleinfelder, a geotechnical engineering firm in Stockton. Before that, I worked all through high school and college as a machinist in the family business.
How did you get your start at Huff Construction?
My uncle, Jim Raff, who was an independent GC and traveling superintendent, had worked for Huff on an out-of-state project. He knew Huff was looking for a new project manager, so he mentioned my name to Duane. Duane told Jim to have me give him a call, which led to an interview. A week or so later, Duane called back and said he’d “take a chance on me,” though it meant a pay cut. I had been with Kleinfelder for almost three years and thought my career path was set, but I decided to take the leap. I can say with zero hesitation that it was the best decision I’ve ever made.
Can you describe a typical day in your role as Vice President?
I still manage projects and do quite a bit of estimating, so depending on what’s on the bid board, that can take up much of my day. When that isn’t consuming too much time, I’m interacting with our other project managers and project engineers, reviewing bids, helping to answer questions, assisting accounting, or collaborating with marketing on the next request for proposal.
Which project has been the most complex?
The current project in Pacific Grove—the Kimpton Hotel—has been one of the most challenging. It involves sub-grade parking, required shoring on a zero property line, dewatering, soil remediation, and an elevated podium deck—there’s a lot going on.
What are your top five favorite projects that you have built?
That’s a tough one, but I’d say:
My very first project was a grocery store in Hilmar. It’s still standing, so that’s a good sign! You always remember your first.
Throughout your 25 years at Huff Construction, what are some of the most significant changes you’ve witnessed in the construction industry?
I think many would agree that the most noticeable change has been the decline in skilled labor within the trades. Workforces are smaller, and what used to take six months now takes ten to eleven. Additionally, the projects we handle have become much more management-intensive.
What’s your favorite part about working at Huff?
Two things stand out: First, the people—everyone here at Huff makes it a pleasure to work. Second, the reputation Huff has built. We have a great product, and it’s rewarding to be a part of that.
How does Huff support you as an employee?
In every way that’s needed—they’ve always had my back.
What has been your proudest moment at Huff?
There have been many, but it’s always a proud moment when a project completes and the ownership is thrilled with both the project and the performance of the entire team. When they look forward to building the next one with us, it’s a great feeling. I would also say being considered for the role of Vice President was a proud moment. I’m very appreciative that Gary and Brad have provided this opportunity and have confidence in me for this role.
Who has been your greatest mentor during your career at Huff Construction?
Brad would probably like me to say him, so I’ll go with that!
What sets Huff employees apart from people working at other companies?
I think our team truly takes ownership of what we’re doing here. There’s a strong sense of pride in the company, the product, and the reputation that has been built over more than 50 years.
What advice would you give to someone just starting their career in the construction field?
Hurry up and get up to speed so we can hire you, and I can retire!
Are there any construction techniques or technologies that you find fascinating or enjoy working with?
I’m always interested in new technology or processes. But, like anything else, the price tag needs to be justified to incorporate it into projects.
What are the key qualities that make someone successful in the construction industry?
You have to genuinely enjoy building and have an interest in it. As with any career, you need to love what you’re doing to be successful. You also need to be a great multi-tasker, have good organizational skills, be an effective communicator, and be a person of your word.
How do you balance the demands of multiple projects at the same time?
I’m old school—I use a yellow pad and a to-do list. Prioritizing the tasks that need immediate attention and knowing what can wait and for how long is key.
Can you share a memorable story or moment from your career at Huff?
There are too many to share!

How do you unwind after a busy week at work?
It varies depending on what we have going on, but I enjoy everything from quiet weekends at home to short trips in the motorhome.
What’s the most adventurous thing you’ve ever done?
Driving a Top Fuel drag boat over 220 mph. My family, including my father and brother, grew up racing boats, and I was lucky enough to get the chance to license and drive before we stopped racing.
If you weren’t in the construction industry, what career path might you have pursued?
I grew up in the high-performance engine building and racing world, so I’d likely have ended up in that area.
What are your favorite things to do outside of work?
I’m not one to sit around at home often. I love to travel, RV, camp, fish, and dirtbike. I’m also currently restoring an ’80 Jeep CJ7—almost done!

Steady Progress at Devonwood Affordable Housing Project in Merced, CA
Our team at Huff Construction is making tremendous progress on the Devonwood Affordable Housing project in Merced, CA. After just three months, several buildings are now being framed, and underground electrical and plumbing work is well underway across the site. This 156-unit complex is quickly taking shape, and we’re proud to be part of bringing this necessary development to life.
The before and after photos highlight the significant strides we’ve made. When we first broke ground, the site was a blank canvas, and now, with buildings rising and infrastructure in place, the Devonwood community is becoming a reality. These images showcase the hard work, planning, and precision that our team brings to every project.

The Lightfighter Village project is making significant progress as we move closer to completing this important affordable housing development. Currently, the team is wrapping up the installation of the building’s exterior finishes and site work. This phase has been particularly meticulous, ensuring that the building’s exterior not only meets aesthetic standards but also provides long-term durability against the coastal elements of Marina, CA.
Inside the buildings, we are progressing through the interior finishes, with drywall installation nearly complete in all units. The team is now focusing on painting, flooring, and cabinetry installation, which are expected to be finalized in the coming weeks. These stages are critical as they bring the living spaces to life, ensuring that each unit is not only functional but also comfortable and welcoming for future residents.
Our crews have also been hard at work on the site’s infrastructure, with the installation of utilities and landscaping well underway. The community spaces, including the courtyard and playground area, are beginning to take shape, reflecting our commitment to creating not just housing, but a true community where residents can thrive.
Supporting Will on the Lightfighter Village project is Project Engineer Steel Rocha, who has quickly established himself as a vital member of our team, bringing fresh insights, technical expertise, and a strong work ethic to every project he touches.
